The U.S. Census Bureau in support of the Business Intelligence Supporting Service is seeking information on how Business Intelligence (BI) tools are leveraged to help aid in the selection of a new platform for the Enterprise Reporting Support System (ERSS). The goal is to determine which tool(s)/service(s) could potentially be implemented across the Census enterprise to track the progress, cost, and data quality for a variety of Census data collection operations. The BI tool/service should enable the following functionality at an absolute minimum: the creation and display of tabular reports, interactive dashboards, and data visualizations to aid in outlier detection, tailored automated emails, enforceable role-based permissions, and support other business intelligence features such as data extracts and creation of custom views. Top 10 Agencies for 8a this 2021

If you’re a business owner eligible for 8(a) certification, any challenge to participating in the program, such as its lengthy application process, will be overshadowed by the opportunities it can offer.

Getting your 8a certificate can reduce competition for government contracts, give you access to sole-source contracts, and offer entry into the All Small Mentor-Protégé program.

However, a reality that many business owners seeking the certification fail to consider is that there is also competition among 8a firms and it’s vicious. How do you surpass that?

There are so many contracting officers in the federal industry looking for small businesses to spend their money on. There are different types of customers within each agency and different marketing strategies needed to win but don’t worry, we are here to help you.

Allow us to narrow down your target market. With that in mind, here are the Top 10 Agencies for 8a that you should keep your eye on this 2021.

1. Department of the Army (DA)

The United States Department of the Army is the Military Department within the United States Department of Defense. They are the agency that is capable of defeating enemy ground forces and indefinitely seizing and controlling those things.

The Army awards billions of contracting dollars annually. They have five buying commands and each has specific major buying command purchases, from combat systems to medical research and health services to construction projects. The Army has a very large secondary market: subcontracting, which is why they also encourage small businesses to pursue subcontracting opportunities.

2. Department of the Air Force (USAF)

The Department of the Air Force defends the country through the control and exploitation of air and space. 

The Air Force has small business specialists around the country who can help your company identify and respond to every type of procurement opportunity they offer. Business opportunities, relating to expiring contracts, facility engineering, and space force procurement, is found on their website.

3. Department of the Navy (USN)

The U.S. Department of the Navy aims to protect the country from wars at sea. The contracting functions of this agency are decentralized which means your market research should extend beyond the geographical bounds of your city, state, and region. 

The first presentation of your company’s capabilities should be directly given to the Small Business Professionals at the Navy and Marine Corps activities that buy your products or services so that you get additional points of contact for marketing the customer.

The Department of the Navy wants quality solutions for its requirements in a timely and cost-effective manner thus outstanding “past performance” is considered one of the most valuable assets.

4. Centers for Medicare and Medicaid Services (CMS)

The Centers for Medicare and Medicaid Services provide high-quality care at lower costs to more than 100 million people through Medicare, Medicaid, the Children’s Health Insurance Program, and the Health Insurance Marketplace.

To support its own programs, CMS needs to procure a wide range of supplies and services including (but not limited to) the following: Research Studies and Demonstrations, Consultant Services, Utilization of Health Services, Provider Fraud and Abuse, Health Quality and Standards, Professional Advisory Services, Computer Programming, Data Processing, Office Supplies, Computer Hardware, and Software

5. National Aeronautics and Space Administration (NASA)

The National Aeronautics and Space Administration is America’s civil space program and the global leader in space exploration.  They develop and fund space technologies that will enable future exploration and benefit life on Earth.

If you are interested in working with NASA, as a small business owner, you can go to their website and identify which NASA Center is your target market. Each center has listed out the NAICS codes of the product or service that they intend to acquire.

6. Centers for Disease Control and Prevention (CDC)

The Centers for Disease Control and Prevention is one of the major operating components of the Department of Health and Human Services. They protect America from health, safety, and security threats, both foreign and in the U.S. 

This agency conducts critical science and provides health information that protects our nation against expensive and dangerous health threats, and responds when these arise. For small businesses engaged in scientific research and development (R&D), research funding is available.

7. Public Buildings Service (PBS)

Public Buildings Service acquires space on behalf of the federal government through new construction and leasing and acts as a caretaker for federal properties across the country. They are primarily funded through the Federal Buildings Fund, which is supported by the rent from federal customer agencies.

To get information on planned federal contracting opportunities, they have provided the GSA Forecast of Contracting Opportunities Tool, which assists vendors to learn about potential prime contracting opportunities early on in the process

8. United States Coast Guard (USCG)

The U.S. Coast Guard is the principal Federal agency responsible for maritime safety, security, and environmental stewardship in U.S. ports and inland waterways, throughout the 4.5 million square miles of U.S. Exclusive Economic Zone (EEZ), and on the high seas.

The Coast Guard Acquisition Directorate manages a multibillion-dollar recapitalization investment portfolio of acquisition programs across three major product lines: surface; aviation; and command, control, communications, computers, cyber, and intelligence (C5I) systems.

9. Federal Aviation Administration (FAA)

The FAA issues and enforces regulations involving manufacturing, operating, and maintaining aircraft. They rely on equipment, systems, supplies, services, and construction provided by commercial, educational, and non-profit businesses to function as an agency.

The FAA’s contracting activities are managed by a headquarters office, two centers, and three service areas with eight regional offices. Among the many contracting methods, the FAA, like other agencies, has certain planned contracts reserved for small businesses that are 8a certified.

10. Department of State (DOS)

The Department of State works to fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives while building a more free, prosperous, and secure world

James Lee: How an Active Soldier Turned an Idea into an Opportunity!

Be inspired how James Lee turned his daughter’s idea into a laundromat business that won two government contracts while being in the military!

BACKGROUND

James Lee is an IT professional with 16 years of military service who decided to make a mark in this world by being an entrepreneur. 

Currently, he is pursuing laundry service contracts through his company Home Away From Home Laundry-Services, a full-service linen supply and dry-cleaning company with multiple employees at various locations.

They offer different services to their federal, state, and local customers, including dry cleaning, laundry, wash, dry and folding, alteration, and pick up and drop off delivery services.

TURNING AN IDEA INTO AN OPPORTUNITY

The idea of building a laundromat business didn’t come from James Lee himself but from his daughter’s drawing that looks like a laundromat. That then motivated him to build a business in that industry.  

“Sometimes the best ideas come from the littlest people.”

Although he was psyching himself out at first, after listening to a business mentor and to a friend who has his own IT business, he then took action and started researching the govcon market. 

“Like I said, my business mentor, Jesus, he would have like little Facebook lives and I would always listen to him… so when he said that the only person stopping you is you… that fire just lit in me.”

This was when he stumbled across Eric’s YouTube videos and started learning more about govcon. He thought he could do it and he did— he filed for his FEIN number, started his SAM registration, and started looking for opportunities at FBO. 

WINNING HIS FIRST CONTRACT

The first contract that James Lee won came from a sources sought notice. 

At first, he thought of not pursuing it because some of the cleaners down in Florida said that the contract was already promised to them. 

However, he still responded to the notice and after a back and forth email from the federal buyer asking for verification documents, he was awarded a contract. 

“So, everything happens for a reason. And it’s just me staying true to my faith and the Lord kept me pushing through. And not only that, if I’m trying to teach my kids never to quit at anything, I’ve been certain a bad example of being a hypocrite. And so, that was one of my reasons for pushing.”

Still, after that, he needed to perform the job. But the job was in Florida and he’s in Hawaii, so the federal buyer asked him if he had people in Florida or else he would lose the contract. 

Luckily, he was able to put them at ease because he had a friend who’s in the state who he then hired as a project manager.

Even with that, he flew from Hawaii to Florida to actually present his company. He was even creating business cards while on flight and printed it as soon as he got on the ground, just to show how dedicated he is.

“It was a blessing for me to even get the contract, but then it was even a bigger blessing for me to have somebody so close, especially when I was… gonna lose the contract.”

After that, he then performed the contract with the help of his project manager and even extended it for a year and a half. He was also able to get a second bigger contract.

Currently, he plans to continue getting contracts and also starting a new niche for his business. 

ADVICE FOR SMALL BUSINESSES

1. Don’t kill your own dream. 

James Lee wants to show to his kids that if you want to achieve something, you need to always keep doing what you’re doing. 

This is why, even though he’s still working a full-time job in the military, he still pursued building his laundromat business. 

“If you have a plan, just continue to keep pushing forward… Don’t let your dream be like, ‘Okay, I’m gonna keep putting it off…” because you do that too many times, you’re never gonna do it.”

2. Take advantage of sources sought notices.

Sources sought notices and requests for information might not end up with a contract award, but responding to these market research is still beneficial to your company. 

This is due to the fact that this shows how dedicated you are in marketing your business and letting your federal buyer know who you are and what you do.

“Government’s not gonna come find you… you have to tell them this is who I am, this is what I could do, and this is how I can help you at the end of the day.” 

3 Make time for what you want to do. 

When James Lee started his business, he made time to do his research because he wanted to understand the marketplace first. He even made sure to present his business in a professional manner by flying from Hawaii to Florida. 

This should be something that you should be doing if you want to succeed in doing government contracts. It’s not enough to just look the part, you should be the part. And with that, you need to do the necessary things needed to provide the best products and/or services. 

“You’re gonna always make time for what’s good for you and when you make time for it, that shows that you’re committed to it.” 

4. Always keep pushing. 

Even after winning two contracts, James Lee still wants to pursue more contracts. He doesn’t want to stay stagnant and is even pursuing new opportunities in the I.T. industry. 

“I always got to constantly keep moving… because I want to make sure that I’m showing my kids that no matter what they’re doing you always never give up on anything and always keep pushing.”

Instead of paying for a third-party company to provide you different services, there are actually a handful of government websites that can provide these for free. And that’s where the Billion Dollar Playbook came to be. 

For instance, one GovCon Giants member doesn’t know what to do with his state veterans certification, but because we teach federal contracts in here, we recommended for him to visit the Veterans Business Outreach Center Program website to ask for assistance. 

“Sometimes, we are trying to rack our brain with who can I turn to for help outside of paying a lot of money, then the book, Billion Dollar Playbook, will list and spell out what are some of those resources that are available to you out there.”

That’s the same case with a lot of people in this marketplace. They don’t know what resources to use and visit.

Comcast Government Services LLC awarded $102.8M contract for the Commercial Ethernet Gateway Region 3 to provide mission partner access

Comcast Government Services LLC, Reston, Virginia, was awarded a competitive firm-fixed-price, single-award, indefinite-delivery/indefinite-quantity contract with a ceiling value of $102,808,400 for the Commercial Ethernet Gateway Region 3 to provide mission partner access, via ethernet connections, to the Department of Defense Information Network and to enable the replacement of legacy, time division multiplexing-based circuits. The contract, with a $500 minimum guarantee, will be funded by fiscal 2021 operations and maintenance funds. The primary performance will be at the contractor’s above-identified facility in Reston, Virginia. Proposals were solicited via the beta.sam.gov website, and four proposals were received. The period of performance, which consists of a six-year base period and two two-year option periods, is June 16, 2021, to June 15, 2031. The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1013-21-D-0003).

SOURCES SOUGHT: Great Chebeague Island ME Section 107 Improvement Dredging

The Great Chebeague Island FNP consists of a 10-foot-deep Mean Lower Low Water (MLLW) by 100 feet wide from Casco Bay extending 1400 feet southeasterly to the town landing at the Stone Wharf. The channel would be widened to 150 feet alongside the wharf. A -8-foot MLLW by 200-foot long turning basin would be located at the shore end of the channel off of the wharf’s cargo ramp and would narrow from 150 feet wide at the channel end to 100 feet wide at the shore end.
