DEFENSE LOGISTICS AGENCY Awards $617M Contract To Oklahoma City Water Utilities Trust

Oklahoma City Water Utilities Trust, Oklahoma City, Oklahoma, has been awarded a $617,452,596 regulated tariff contract for the ownership, operation and maintenance of the water and wastewater utility systems at Tinker Air Force Base, Oklahoma. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a 50-year contract with no option periods. Location of performance is Oklahoma, with an Aug. 31, 2071, performance completion date. Using military service is the Air Force. Type of appropriation is fiscal 2020 through 2071 Air Force operations and maintenance funds. Veraxx Engineering Corp. Awarded $218M Hybrid Contract For Advanced Planning and Preview Systems

Veraxx Engineering Corp., Chantilly, Virginia, was awarded a $218,000,000 hybrid (cost-plus-fixed-fee, firm-fixed-price, fixed-price-incentive and time-and-materials) contract for advanced planning and preview systems, mission simulators and rehearsal capabilities that enable live, virtual and constructive training in support of special operation’s unique joint training and mission requirements.

Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 23, 2028. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-20-D-0014).

Johns Hopkins University Applied Physics Laboratory Awarded A $49,999,000 Contract For Air Warfare Systems

The Johns Hopkins University Applied Physics Laboratory, Laurel, Maryland, has been awarded a $49,999,000 cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for air warfare systems. This contract provides services for advanced development, acquisition and test and evaluation of aerospace systems, to include munitions, cyber warfare and electronic warfare elements. Work will be performed in Laurel, Maryland, and is expected to be completed July 31, 2026. This award is the result of a sole-source acquisition. Fiscal 2020 research, development, test and evaluation funds in the amount of $800,000 are being obligated at the time of award. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $77,400,000 undefined contract modification (P00041) to previously awarded cost-plus-fixed-fee contract N00019-17-C-0001. This modification provides for the development and installation of flight test instrumentation on one F-35B Lot 14 aircraft and one F-35C Lot 14 aircraft for government testing in support of the F-35 program. Work will be performed in Fort Worth, Texas (65%); Palmdale, California (32%); Grenaa, Denmark (2%); and Hoogerheide, Netherlands (1%), and is expected to be completed in June 2023. Contract Opportunity For Defense Enclave Services (DES)

Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO) National Capital Region (NCR) intends to issue a solicitation for Defense Enclave Services (DES). The DES requirement is anticipated to be a Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. FAR 15 procedures and full and open competition will be utilized. DITCO estimates the request for proposal will be released in the late September 2020 timeframe. Anticipated award is expected in the fourth quarter of calendar year 2021. The resultant IDIQ contract is expected to have a multibillion dollar ceiling, with a ten year ordering period consisting of a four-year base period and three (3) two-year option periods.  The IDIQ is anticipated to include firm-fixed-price, Labor Hour, and cost reimbursable contract line item numbers.

The Government is contemplating the manner in which it will conduct pre-solicitation activities with interested parties for this acquisition in light of the coronavirus pandemic.  One such avenue being considered is the use of DoD-specific solutions, e.g., Defense Collaboration Services or Global Video Services.  DoD unique solutions require the use of a common access card with DoD credentials.  Please inform the Government if you do not have a CAC with DoD credentials that would allow access to the aforementioned systems for pre-solicitation activities.

SPACEX Awarded $316M Contract For Phase 2 National Security Space Launch

Space Exploration Technologies Corp., Hawthorne, California, has been awarded task orders for $316,000,000 for the National Security Space Launch (NSSL) Phase 2 contract. The NSSL Phase 2 contract is a firm-fixed-price, indefinite-delivery requirements contract for launch service procurement supporting launches planned between fiscal 2022 through fiscal 2027. This launch service contract includes early integration studies, launch service support, fleet surveillance, launch vehicle production, mission integration, mission launch operations, mission assurance, spaceflight worthiness, and mission unique activities for each mission.
